Minutes of Mid Executive Meeting on 13/5/06 at Akash Club, Madurai
The meeting was attended by Dr. K. Ganapthy, Dr. V.S. Mehta, Dr. B. S. Sharma, Dr.
Ravi Ramamurthy, Dr. C.U. Velmurugendran, Dr. V. Rajshekhar, Dr. Narayanswami, Dr.
K. Bhattacharya, Dr. Chitra Sarkar, Dr. C. Deopujari, Dr. Atul Goel. Dr. S. R. Dharkar
was absent. Local Organising Secretary, Dr. Kailairajan and Organising Secretary
for 2007 Conference Dr. R.C. Mishra were special invitee for specific period of
discussion of conference venue.
The meeting was called to order by the President.
EC/May/06-01
Obituary -the members stood for two minutes in silence as a mark of respect to the
memory of the late Dr. M. Natarajan. The Secretary was requested to send a letter
of condolence to the family.
EC/May/06-02
The Secretary's Report ( published separately ) was read and the action taken on
minutes of the last EC and GB meeting held in December, 2005 at Vizag were presented.
The report was accepted (Proposed by Dr. C.U. Velmurugendran and Seconded by Dr.
V. S. Mehta).
EC/May/06-03
Letter regarding use of tPA in Stroke was sent to the Drug Controller of India so
far no reply has been received. It was decided that a reminder may be sent.
EC/May/06-04
Dr. P.S. Bawa Medical Adviser, Mata Chanan Devi Hospital agreed to provide a room
with a store, a guest room and attached toilet along with a telephone and internet
connection for setting up office of NSI at New Delhi in the Neurosciences block
being developed in this hospital. Meanwhile, till the new block is ready similar
space will be provided in the existing block. This will be on the basis of understanding
that actual expenses bills etc. shall be borne by NSI. This arrangement shall continue
with mutual consent of NSI and Mata Chanan Devi Hospital management. Gen. Venkatraman
shall help in arranging archives of NSI, all the old records and coordinate in this
regard. EC approved to immediately occupy the space. The Secretarial assistance
for this shall be provided by the present Secretarial assistant to the Secretary
NSI. EC would consider appointing part time, permanent Secretary after present Secretary
term is over.
EC/May/06-05
Dr. V.S. Mehta and Dr. B. S. Sharma were requested to contact Col. Suri's family
to decide if the family would agree to the donation to be clubbed with other awards
as till now no award has been given on cost effectiveness in neurosciences for which
originally this award money was paid. However, the award will be given in his name
only.
EC/May/06-06
Dr. R. C. Mishra presented Conference bid for 2007. J.P. group of Hotels at Agra
was approved as conference venue for 2007. The registration fee for conference (inclusive
of CME) approved was Rs. 2400/- before 31st December, 2006 and Rs. 2900/- before
31st August, 2007. The organizing secretary, Dr. R.C. Mishra was asked to fill the
desired form which includes following conditions:
- He will pay 20% of the Registration fee to the Treasurer, NSI.
- Rs. 10,000/- per stall exhibited in the conference will be paid to the Editor ,
Neurology India through Treasurer, NSI.
- He will pay Rs. 200/- per delegate for printing of CME book "P rogress in Clinical
Neurosciences" to the Convenor of CME through Treasurer, NSI.
- He will submit an audited account within six months of conclusion of the conference.

The president desired that the nomination committee for Orations should not select
a member of the EC for an oration. This ban would extend for a further period of
one year after the member ceases to be a member of the EC. The EC unanimously accepted
the proposal.
EC/May/06-08
The EC reviewed the results of the trial electronic voting arranged by the webmaster
Dr. Dilip Paniker. It was pointed out that the pass word could also be sent by post.
After considerable discussion it was decided that electronic voting would be implemented
for the forthcoming NSI election if email addresses of at least 75% of the eligible
voters are available by 31st August, 2006. EC decided that all efforts will be made
to inform the members to submit their current Email addresses to the Secretary.
The email addresses available with President, Treasurer and Editor will also be
sent to the Secretary.

Training in Neurosciences - EC requested Secretary, NSI to fix a meeting with Secretary
MCI and NBE in July 2006 to discuss the training issues in neurosciences. This meeting
will be attended by the President, past Presidents from Delhi, President Elect and
Secretary, NSI. Officers of the Indian Academy of Neurology will also be be invited
for the meeting. The opinion of as many members as possible on a format to be prepared
by President NSI will be sought.

Social Securities Scheme was discussed and was not found feasible at present.
EC/May/06-11
Treasurer's Report (published below) - presented by Dr. V.S. Mehta. There are 85
Associate Members and 8 full Members who have not paid their dues. These names will
be deleted from the Membership list, if they do not pay by 10/5/2006. EC approved
Associate Membership of 4 and life membership of 13. The report was accepted. Proposed
by Dr. Atul Goel and Seconded by Dr. Narayanswami. EC requested all members to encourage
residents in their department to enroll as associate members and those who have
completed their training to enroll as life member. Current Treasurer Dr. Ravi Ramamurthy
presented the estimate of the coming years income and expenditure which was approved
by EC. The audited account for year 2005-06 was presented and approved.

CME Covnenor's Report ( published below) was presented by Dr. B. S. Sharma. The
current Convenor, Dr. Rajshekhar and Co-convenor, Dr. K. Bhattacharya proposed the
format for the next CME Programme. The report was accepted It was Proposed by Dr.
Mehta and Seconded by Dr. Atul Goel. The proposal from Dr. Ganapathy to include
lectures through video conferencing was not accepted. The Convenor informed EC that
CME book will be printed in Kolkata. The question of accepting advertisement in
the CME book was raised the Secretary and Ex- Convenor of CME Dr. B. S. Sharma was
not in favour of accepting and publishing advertisements in the CME book. However,
Dr. Atul Goel proposed that only few advertisements may be accepted.

1.5 to 2 lakhs of additional funds required to increase the number of issues of
Neurology India to 6 per year will be provided by NSI.

Secretary was authorized to write a strong worded letter to Dr. Subramanyam Organizing
Secretary Neurocon 2005 for non payment of dues to the Editor and to follow it up.
EC/May/06-16
The offer from the Editor Surgical Neurology to bring out a special issue of Surgical
Neurology as an Indian supplement was not accepted taking into account the financial
implications.

EC advised Editor to improve the review process and quick response to the queries
raised by authors/members.
EC/May/06-18
The proposal of "Advocacy and Leadership by Neurologists and National Coalition
of different patient groups for different neurological diseases" by Dr. Apoorva
was discussed. Dr Apoorva would be requested by the secretary to send specific plans
to the EC for approval. EC requested Dr. C.U. Velmurugendran and Dr. Deopujari to
work out modalities to improve public awareness regarding Neurological Disorders.

EC accepted the request for bio medical engineers to be enrolled as an associate
member.
EC/May/06-20
EC requested President to write to the president NBE to consider reversing the decision
of the NBE regarding I. Holding of DNB (Neurology/Neurosurgery) Exam only once a
year . II. Abolition of 5 years Neurosurgery course.
EC/May/06-21
The request of Dr. Sreedhar for NSI support for Update for Young Neurosurgeons and
Microworkshop was not accepted.
EC/May/06-22
EC approved the proposal from Dr Atul Goel to bid for the interim meeting of WFNS
in 2011.
EC/May/06-23
EC agreed to change the timing of the Presidential and other Orations to ensure
better attendance.
EC/May/06-24
EC approved payment of dues towards ISN (International Society of Neuropathology)
approximate Rs. 36,000/- Treasurer to follow up in coordination with Dr. Chitra
Sarkar.
EC/May/06-25
EC decided that all Associate members who get their degree must compulsorily convert
their membership to life membership within one year of their qualification. If this
is not done then they loose their membership.
EC/May/06-27
Dr. Ganapathy proposed that the NSI should develop a system to offer formal credits
to the various CME programmes being held in neurosciences. The majority members
of the EC however felt that this could not be done now.
EC/May/06-28
The venue of the Madurai Conference was inspected and some of the EC members were
not happy about it. Organising Secretary Dr. Kailai Rajan informed the EC that two
medical companies had booked most of the rooms in hotels in advance. Hence sufficient
rooms would not be available for delegates for the Conference. EC decided that Dr.
K. Bhattacharya will talk to the top management of these companies and request that
the rooms be released. If all attempts fail the EC reluctantly agreed for a change
in dates.
The meeting concluded with thanks to the Organising Secretary for the arrangements
made.
